You have to install & activate Elementor to use any of the Templately ready template designs which are made for Elementor. So to use any of the ready templates or template packs from Templately, make sure you have installed Elementor on your WordPress site.
Note that some of these templates are created with the help of the Essential Addons for Elementor. If you are using a template that has a dependency with Essential Addons, then you need to install & activate Essential Addons on your WordPress site.
